Refunds backlog + health

Refunds-as-reverse-invoice today is broken (#48). This dashboard surfaces what's in the existing entity so we can plan the migration to a proper refund state machine (#113). Health flags show records missing deposits/damages/invoice-status fields — these are the failure modes the new constraint-driven workflow will prevent.
